This study, conducted in the district of Baniyas in Al Shamkhah, explores the links between the constructs of integrity, trust, and community satisfaction, with performance serving as the moderator in the setting of the UAE. A quantitative research design built on a pragmatic approach was adopted. The complicated correlations between the constructs were estimated using descriptive statistics and partial least squares structural equation modeling (PLS-SEM) to answer the research questions. Kajian pelayanan dalam perspektif NPM ini diharapkan dapat mengutakan aplikasi NPM dalam sektor publik sehingga pendekatan NPM benar-benar dapat berkembang disemua sektor publik. Metode yang digunakan dalam penelitian ini adalah kualitatif, pendekatannya studi kasus sehingga mampu merekontruksi teori yang bermula dari data yang ada. Hasil temuan dalam penelitian menunjukkan bahwa perspektif NPM telah dipernekalkan di Dishub Kabupaten Tulungagung namun belum dilaksanakan secara maksimal. Pelayanan transportasi publik dalam perspektif NPM sangat ditentukan dari: 1) Kualitas pelayanan yang diukur melalui realiability, responsibility, empathy, accountability dan comfort yang ditetapkan sesuai keinginan masyarakat dan konsisten dalam pelaksanaan dan pemberian sanksi jika terjadi pelanggaran 2) Upaya peningkatan pendapatan yang ditentukan oleh identifikasi sumber-sumber penerimaan yang berasal dari retribusi ijin usaha/trayek, pengujian kendaraan bermotor, parkir, terminal dan hasil pengelolaan bus sekolah. Upaya untuk meningkatkan pendapatan dilakukan dengan intensifikasi dan ekstensifikasi. 3) Strategi untuk meningkatkan kualitas pelayanan dilakukan dengan a) Revitalisasi organisasi untuk mencapai format organisasi yang sesuai antara tugas dan tanggung jawab melalui reformasi struktur dan peningkatan kompetensi sumberdaya manusia (SDM) yang profesional b) Meningkatkan partisipasi masyarakat baik internal maupun eksternal untuk terlibat dalam pelayanan publik. c) meningkatkan fasilitas pendukung 4) Faktor yang mendukung adalah lingkungan kelembagaan, kondisi sumberdaya aparatur birokrasi dan insentif yang harus dimanfaatkan dalam pelayanan. Sedangkan faktor yang menghambat adalah budaya patrimonial, perkembangan tehnologi dan harga/tarif yang harus dikendalikan agar mempu meningkatkan kualitas pelayanan Dishub Tulungagung. Penelitian ini merekomendasikan model pelayanan publik dalam perspektif NPM sebagai berikut: 1) Mendasarkan pada konsep yang relevan yaitu konsep NPM dan pelayanan publik 2) Menekankan pada manajemen yang berorientasi pelayanan publik yang dikembangkan NPM dari makna managerialisme yang merujuk pada pengelolaan sektor swasta ke sektor publik dengan menekankan pada pelayanan yang berkualitas dan berorientasi pada hasil. 3) manajemen pelayanan publik mencakup proses pelayanan, strategi pencapaian kepuasan publik dan pendapatan bagi Dishub Tulungagung. 4) Dalam penetapan model masing-masing unsur saling terkait dan menguatkan satu sama lain sehingga layak digunakan. Untuk mewujudkan pelayanan publik dalam perspektif NPM maka Dishub Tulungagung sebagai lembaga pelayanan dan penghasil harus mampu memberi pelayanan yang berkualitas dan meningkatkan pendapatannya.
